Policies and controls need language that a 14-year-old can understand. Important consequences should appear where the choice is made, not only inside a long legal document.
An ongoing responsibility
Age gates are not a complete child-safety system. Risk assessments, privacy defaults, moderation capacity and user support all need regular review as features and audiences change.
